The Constitution of Association of Malaysian Students (AMS)

Objectives/Purpose
The objectives of the association are to gather Malaysian students who are enrolled in the University of Missouri-Columbia.
- To cultivate mutual understanding and forge a closer relationship among Malaysia students and international students.
- To organize activities that introduces Malaysian culture to people throughout the University.
- To encourage networking among Malaysian students and non-Malaysian students for a better learning environment in academic life.
- To help out new Malaysian students at the University of Missouri-Columbia.

Membership
The membership shall be open to:
- All Malaysian students studying in University of Missouri-Columbia will automatically be included, and are eligible to be on the council of AMS
- All non-Malaysians who are interested and willing to be part of the Association are welcome to join the members but are ineligible to be on the council of AMS
This Association shall not discriminate on the basis of race, color, religion, national origin, in addition to all federal state, and local laws

AMS Student Council Structure
The members of AMS committee shall be as follows:
- President
- Vice President
- Treasurer
- Secretary
- Activities Coordinator
Each of these positions shall be appointed to Malaysian Students only, who are currently enrolled at University of Missouri-Columbia at least as a part-time student (six hours and above). All of the committee members will remain in position for the duration of an academic year. Every member of AMS shall have the right to vote for all of these positions during the election.

AMS Student Council Members - Job Description
- President
- Serve as the Chief Executive Officer of the Student Association
- Preside as chair at AMS student association meetings
- Meet at regular intervals with the University Organization Resource Group (O.R.G.) administration to discuss matters of mutual interest
- Serve as AMS representative on the O.R.G.
- Represent the student Association at various student organization meeting in the University
- Supervise the student council personnel, ensuring that all members perform their duties
- Draw up the agenda for all meetings
- Coordinate every meeting
- Serve on the Bylaw review
- Attend all meetings of the O.R.G., and act as a source of information for AMS body
- Coordinate an annual meeting before the end of academic year prior, in April, for new AMS council members election
- Vice President
- Assist the president and assume all the duties of the President if for any reason the President is unable to fulfill the duties of his/her office
- Have an in-depth knowledge of the constitution, bylaws and policy manual
- Be responsible for all student association meetings
- Be responsible for setting a professional and controlled tone
- Ensure fairness for all members
- Maintain the effective and efficient discussion of items on agenda
- Maintain and update the bylaws
- Co-ordinate and chair the by-law review
- Strive to establish relationships with other student associations
- Promote student involvement in all O.R.G. activities
- Communicate to the student body via email, phone, publications etc
- Assist the president in supervising the student council personnel, ensuring that all members perform their duties
- Treasurer
- Be responsible for ensuring that all financial procedures are followed
- Be responsible for managing all student association assets
- Explore and develop opportunities for revenue generation
- Financial procedure
- Prepare and propose operating budget for approval
- Instruct all student council members in spending and reimbursement policies of the student association as these policies apply to them
- Prepare and make deposit with relevant officers to ensure accountability of funds
- Monitor all expenditures of the student association and ensure that all expenditures are in compliance with university regulations and student association financial policy
- Notify the president of any irregularities of variances from budgetary procedures and financial policies
- Keep an orderly account of all receipts and expenditures of the student association
- Submit a financial statement to the Student council monthly
- Maintain and update the financial procedure manual
- Secretary
- Ensure that all administrative needs of the student association are met
- Keep an orderly record of all meetings of AMS Student Council
- Maintain an annual update of the student council governing documents
- Assist the event coordinator in the creation of a master calendar of student association events, to be disturbed before the annual general meeting to all student council members. An updated and revised copy of this master calendar shall be distributed to council two weeks after the commencement of the semester
- Photocopy and distribute agendas and proposals for general meetings
- Assist the vice president in the planning of all student forums
- Activities Coordinator
- Campus-wide Activities: Responsible for the creation and initiation of new activities and evaluation of new events
- Oversee planning, organization, and advertising for all events
- Responsible for coordinating all security and first-aid personnel for events
- Responsible for ensuring the university event approval process is followed
- Work with publication department to publicize student association events and news

Council Meetings
- There shall be regular Student council meetings at least once every month throughout the academic year, at the time and place specific by the President, to discuss issues, concerns, upcoming events
- Attendance at Student Council meetings is mandatory for all Student Council members
- The Annual General Meeting is a special meeting that will be held in the most public forum or auditorium available on campus with the intent of attracting as many AMS members as possible
- The Treasurer will present and propose the Student Associations annual operating budget
- Prior to the annual operating budget, the President will present his vision for the AMS Student Association
- All student council members are required to attend and participate

Finances
The student Association's financial records shall be available for inspection by the membership. During the course of the semester any member of the Student Association may view the previous month's financial statements upon giving a reasonable time for statement preparation.
Fees
- A general Membership Fee shall be assessed annually
- The Membership Fee will be collected by AMS student council - Treasurer and transferred into AMS account. Membership Fees shall be collected at the beginning of every academic year. Treasurer will monitor and report on the collection and transfer of these funds
- Membership Fees in the amount of $5.00 will be collected at the beginning of the Fall semester
- Increases of the membership Fee shall be submitted to the President and council for approval and implementation for the following academic year. Members must be publicly notified of any changes to fees prior to the implementation of changes
Budget
- All events budget shall be submitted to Treasurer to cover anticipated expenses for the academic year
- Any future budgets must first be authorized by the AMS Student Council before being activated
The Annual General MeetingThe AMS annual general meeting for the election of new committee is to be held publicly to all AMS members. All expenses associated with the general meeting will be covered by the AMS budget.
Compensation
All events, including official events hold by university and unofficial events hold by individual, must be approved by AMS council as AMS events in order to be eligible for compensation from AMS account.
- Gifts that will be given out to graduated students or students who leaving the University for good
- Money to cover guests of honor at events
- If there is an AMS sponsored event which food is to be served, the person buying the food must present receipts to the treasurer and is eligible to receive 15% over budgeted amount for the reimbursement
- Money spent for gas to pick up new student at airport etc
- Help out students with their financial their funds don not come in from home on time
End of the Year
The Treasurer is responsible for ensuring accurate and complete financial closure at the end of his/her year in the position.
- All revenues must be accounted and deposited in the Student Association's account
- All reimbursement requests must be handled in prior to the last day of finals. It is the responsibility of the Treasurer to remain on duty until this date to assist in closing off financial matters. Reimbursement requests handles in after this date will not be honored unless a special arrangement has been previously made with the Treasurer
- The following financial areas of the Student Association are to be closed out at year-end and the sum of their remaining balances carried over into the next year
- Budgets stemming from fees collected
- Remaining funds left in the Budget
- Additional revenues collected during the year
- Any previously set aside buffer

Rights of Membership
The rights of every AMS member are as follows:
- Vote for the council members
- Attend all meetings with full speaking rights and ability to make privileged and incidental motions
- Have access to minutes of all meetings
- Attend all Student Association events
- Have access to a copy of the Constitution and By-laws of the AMS student association
